Edna Primrose has over 30 years of executive expertise, leadingcomprehensive programs in workforce development, education and training, and community development.During her 10-year tenure as a federal Senior Executive in the U.S. federal government, she served inadministrator and chief operating officer positions in the Departments of Agriculture and Labor for multi-billion-dollar programs, where she established and led national manager and employee training, professionaldevelopment, coaching, and mentoring programs for 5,000+ personnel; youth education programs and apprenticeships; water infrastructure; public-private partnerships; and administrative operations. Ms. Primrosealso served as her agency’s Cultural Transformation and Diversity Officer and served on the USDASecretary’s Cadre of EEO Resolving Officials.

As a private sector executive, Ms. Primrose has managed complex programs, developed organizationalstructures for growing companies, and led major policy initiatives. She is a seasoned trainer and facilitator inleadership/management; sexual harassment; and diversity, equity, inclusion, and belonging training formanagers and employees. She is active on multiple boards, including boards at her alma mater, TowsonUniversity, MD, where she earned a Bachelor of Arts Degree in Business Administration. She is passionateabout incorporating lifelong learning in her work.
